Possible Consideration Mark Robbins and Rachel Fossum of MHR Development, LLC joined the meeting. Mr. Robbins explained this application is in connection with an Electric Vehicle (EV) charger to be installed at the Congregational Church of Christ. The EV charger will be available for public access, located on Library Street facing the Scoville Memorial Library. Mr. Robbins explained approval was received from the Salisbury Historic District Commission (HDC). After an initial HDC approval, two changes were made to the application. The EV charger manufacturing brand was switched and plans for two white protective bollards were introduced. Both changes were approved by the HDC. Mr. Robbins presented a Site Plan that showed the charger footprint (represented by a green rectangle) and white bollards adjacent to the stations (represented by two green circles). Mr. Robbins explained striping is not proposed as part of this application. Mr. Robbins explained a considerable effort was made to ensure accessibility and comply with ADA accessibility standards. Mr. Robbins also explained the plan for the white bollards is being reviewed by the Fire Marshal.

The parcel on Undermountain Road is typically referred to as the “Grove Street School Site” and is often used for overflow parking. Ms. Clark explained the property is owned by the Town and the SHT was granted permission to explore the concept of building two single-family homes. Ms. Clark explained the SHT took time to discuss concerns with neighbors and other citizens, and composed two separate site plans as a result. Ms. Clark explained the SHT would like the Commission to review the two site plans and provide feedback on which plan would be best suited for the neighborhood. Ms. Clark presented the first site plan with three uses from the left to right (west to east): open space, two single-family homes, and a municipal parking lot. Reception, Consideration of Completeness, Schedule Hearing Engineer George Johannesen of Allied Engineering joined the meeting to present the special permit application. Engineer Johannesen explained the property owner is an artist and proposed the addition of an art studio onto an existing house on the property. Plans were submitted to Torrington Area Health District (TAHD). Engineer Parsons explained the applicant would like to install a new septic system and utilize the new addition as an accessory apartment.

Reception, Consideration of Completeness, Schedule Hearing Peter D’Aprile joined the meeting to present the application. Mr. D’Aprile explained that he purchased the building in 2022. Thornhill flower shop located in the building closed and terminated their lease. Mr. D’Aprile explained the current tenant wished to open a barber shop at this location. Permits for use are required from the LUO, and Mr. D’Aprile is requesting a special permit for parking flexibility.

Continue Hearing, Possible Extension, Possible Consideration The hearing continued at 6:45PM. Vice President of the Salisbury Housing Committee (SHC) Jocelyn Ayer joined the meeting to represent the application. Ms. Ayer introduced a slideshow presentation made in response to questions from the public. Engineer Todd Parsons from Haley Ward Engineering joined the meeting and presented a revised site plan that included an extension of the exclusion fence. The privacy fence was extended further east.

Reception and Scheduling of Public Hearing Engineer Todd Parsons of Lenard Engineering and Peter Halle of the Salisbury Housing Committee (SHC) joined the meeting to represent the application. Mr. Halle provided a brief overview of the application. In May 2022 Jim Dresser donated 5.3 acres of land to SHC. In July 2022, a Town vote granted access over the Rail Trail to that property, approved with a vote of 291 in favor to 50 opposed. They proceeded with the pre-development stage, hired Architects Erin Benken and Thomas Arcari of QA+M Architecture, and created an advisory group to assist with neighborhood perspective and guidance. Mr. Halle said that approval was recently received from the Inland Wetlands & Watercourses Commission. Engineer Parsons presented the site plan. He explained the project is located at the north end of Rail Road Street, the property is 5.32 acres in the R10 zone, and is located in the Multifamily Housing Overlay District. North of this property is largely undeveloped land, to the west is the Rail Trail, to the south are neighborhoods, and to the east is open space. Engineer Parsons explained that based on density calculations the site could possess up to sixty units, but they are instead proposing nine buildings with twenty units total. Each building has two units, with the exception of Building #7 on the eastern side of the site with four units. Engineer Parsons explained provisions for EV chargers were developed, but modifications may be needed based on the recent prospective regulation amendment. The site would be served by both public sewer and water, with a storm water management system in place featuring rain gardens and subsurface detention to reduce peak flow. Engineer Parsons said a Stormwater Management Report, Architectural Package, Traffic Report, Erosion Control Plan, Planting Plan, Density Calculations and a memo explaining how the number of parking spaces was established was submitted for review at the upcoming hearing. Prior to approval from the Inland Wetlands & Watercourses Commission, an outside review by Town Consultant Tom Grimaldi was requested and all concerns have been resolved.
