    Reception, Consider Scheduling Hearing Bill Rueckert presented a Site Plan application and detailed proposed construction plans for an open-air pavilion located near the infield area, adjacent to the existing Lime Rock Park chalet structure. He said the pavilion was proposed where a temporary tent is typically erected for events with food service and a general spectator area. The pavilion would be a twenty-six by fifty-two-foot post and beam building on cement piers, with a shingled roof and gravel floor. He explained no plumbing or permanent electrical power would be installed in the structure, and temporary lighting would be provided as needed for events. Country Carpenters would assemble the pre-cut timber structure on site.

    Receive and Schedule Public Hearing President and CEO of Lime Rock Park Dicky Riegel joined the meeting at 7:19pm and explained that Lime Rock Park is seeking approval for up to 20 to 25 social events per year. The events will follow all relevant Land Use Regulations currently in place, and will consist of weddings, birthdays, and other group meetings. He added that from their perspective each of these events are inherently customary to race track operations, as anyone hosting such an event will have been to Lime Rock as a race fan or participant.     Open Hearing and Possible Consideration Secretary Whalen read the public hearing notice at 5:59pm. President and CEO of Lime Rock Park Dicky Riegel, general partner of Lime Rock Group LLC Bill Reuckert, and SLR Consulting Engineer Todd Ritchie joined the hearing. Mr. Riegel explained this is the same garage project approved by the Planning and Zoning Commission in 2022 at a different location. They found an easier spot to locate the garage, so this application is a continuation of that approved project. Engineer Ritchie explained that the building is now planned as a straight building rather than wrapping with the contours of the land as it was with the first application. He showed the Commission the new location of the building in the park and the boundary line adjustment map with 52 White Hollow Road. The lot line adjustment will allow the planned building and existing ticket booths to be located on 497 Lime Rock Road rather than 52 White Hollow Road. Engineer Ritchie also showed the Commission how vehicles and pedestrians will use the proposed footpath and driveways. The proposed garage is the same dimensions as previously proposed. There will be 20 garages for track members plus a small common area and bathrooms. Utilities will need to be added, including a new well. He explained the garage access will be one-way traffic. He also pointed out the catch basins, and explained that they will be discharging into stormwater infiltration chambers. The foot path will be relocated away from the entrance to the garage’s driveway and marked crosswalks will be added. Engineer Ritchie also provided an overview of the Sediment and Erosion Control Plan, including the construction entrances and silt fence. Mr. Riegel thanked the Commission for the consideration of the project, and pointed out that it require less earth moving than the previously approved application. He also pointed out that the building is located away from White Hollow Road, and there is plenty of screening so it won’t be visible from the road. He added that the intended use is for storage, and he is happy to entertain any questions about this.

    Reception, Consideration of Completeness, Possible Consideration General Partner Bill Rueckert, SLR Consulting Engineer Todd Ritchie, and Lime Rock Park President and CEO Dickie Riegel joined the meeting at 7:30pm. Mr. Riegel introduced the application as a project nearly the same one approved by the Commission in 2022. The project is for the construction of a garage, which was originally planned for a location in the floodplain. The revised plan being presented at this meeting is located outside of the floodplain, in a less complex location to build, and in proximity to existing utilities. Engineer Ritchie showed the Commission the plans.

Alternate Schiffer mentioned an event condition that states parking is capped at 1500 vehicles, and wondered how the process of counting vehicles occurred. Riegel responded that attendance was under 400 people so vehicles were not counted.

Secretary Whalen recused his voting position and Chairman Klemens appointed Alternate Schiffer as the voting alternate for the application. Engineer Ritchie presented a site plan of Lime Rock Park with a transposed 100-year FEMA Floodplain elevation line. He displayed the location of the proposed Paddock B construction site located outside of the 100-year FEMA Floodplain and 500-year floodplain. He stated that the land needs to be tapered down to reach the existing elevation of the paddock due to the proposed location of the garages being at the 500-year floodplain elevation.     Receive & Schedule Hearing Bill Rueckert (General Partner – Lime Rock Park Group LLC), Engineer Todd Ritchie (SLR Consulting – PE, Certified Environmental Engineer, Flood Plain Manager), and Dicky Riegel (President and CEO of Lime Rock Park LLC) represented Lime Rock Park II LLC for a site plan modification. Engineer Ritchie oriented the Commission to the locations of the proposed paddock B garages and concessions building via an aerial view of the track with the floodplain boundary line. He stated that the proposed garages would be outside of the 100-year flood plain, above the 100-year flood elevation line, and would have a finished floor at the 500-year flood plain elevation. He indicated the location of a proposed swale to redirect stormwater from the existing slope, as well as new underground detention areas underneath the asphalt paddock area. A septic system and well (150 feet apart) are to be installed behind the garage to service restrooms and provide water to the new building. Due to the volume of septic discharge (exceeding 7,500 gallons per day), Engineer Ritchie clarified that the septic systems for Lime Rock Park are under the jurisdiction of the Connecticut DEEP rather than Torrington Area Health District (TAHD). Engineer Ritchie continued the presentation with the proposed remodeling of the concession stand to accommodate the campus kitchen, two outdoor seating areas, a gravel driveway, two handicap accessible parking spaces, and a sidewalk to access the seating areas. He continued that a new septic system would be installed adjacent to the building to accommodate wastewater from the kitchen and the employee restroom. Chairman Klemens requested that Engineer Tom Grimaldi (R.R. Hiltbrand Engineers and Surveyors) review the modified site plan prior to application approval.
