    Reception and Consideration as Possible Minor Modification Engineer Todd Parsons of Haley Ward Engineering explained that Indian Mountain School is requesting a modification of a site plan approved in 2023 for changes to the assembly area. Luca Segato of VMA Architects presented the application. He explained that a portion of the project approved in 2023 has recently been completed, so the current application is regarding “phase 2B” (the renovation of the servery and the conversion of the assembly into a dining hall). Mr. Segato presented plans showing the details of phase 2B. Additionally, Mr. Segato pointed out the areas where the plans changed since they were initially approved in 2023. These changes included expanding the dining area and servery in place of previously planned classrooms, storage, and a counseling suite. Mr. Segato also noted that comments on the plans from the Building Office have been addressed, and Torrington Area Health District (TAHD) approval is pending.

    Reception and Possible Consideration Engineer Todd Parsons oriented the Commissioners to the site plan map, and described it to the Commission. He pointed out two additions, a new sidewalk, a ramp, a patio, landscaping, entryways/exits, and a new stairway. He explained that the additions total 1,400 square feet, that there is no utility work planned, and no changes to parking. There will be only a small increase in impervious surface percentage, and little to no changes in stormwater drainage. All areas disturbed will be restored with turf. Alternate Schiffer asked if the application will need to first be approved by the Fire Marshal.

    Possible Consideration Engineer Todd Parsons was present for the application and briefly described the plans. He identified the application as a minor modification to one approved by the Commission earlier in the year. Proposed changes include minor construction details such as describing the dimensions of crushed stone to be used. A generator has been added and the geothermal well field expanded. The HVAC for the field house demanded more wells than originally anticipated. Mr. Parsons identified that the construction activities would be occurring hundreds of feet away from the nearest wetlands. The structure was expanded by a cumulative 800 square feet for two reasons. The structural engineers determined that a pre-engineered structural system would be more fiscally efficient to construct and the geothermal mechanicals required additional space. DEEP and TAHD have reviewed and approved of the modified plans.
